The goal of research is to determine preferable sites of building parking lots and garages of mechanized and automated types and their approximate capacity in Krasnoyarsk.
The objectives of research are:
- to study existing parking lots and garages in comparison with various types of development in the city (building in 1950, 1960, 1970, 1980, 1990)
- to study the territories used for unauthorized storage and parking
- to study town-building reasons for cars accumulation in certain territories
- to designate the road junctions for cars and car owners
- to outline the environment territories replaced by garages leading to sharp worsening of sanitary and hygienic conditions in the city
- to collect available statistical data related to a number of individual motor transport in Krasnoyarsk
- to carry out detailed research of selective fragments of the city territory with the most characteristic problems of parking and storage
- to define the types of parking and garages preferable for Krasnoyarsk
- to determine approximate priority of reconstruction of existing garage areas and parking lots and building new ones
The conclusions are:
- There are two in the main different regimes of car maintenance: storage and parking. Storage is connected with constant use of a parking lot chiefly at night, whereas parking is short-term or episodic use of the parking place mainly in the working time.
- Car storage corresponding to some normative req1uirements in Krasnoyarsk is 8,000
- Deficit of civilized storage and parking places approximately equals to 315,539 which is 97%, where:
- number of places in registered garage cooperatives is 9,100
- storage places with unsatisfactory normative requirements is 164,000
- number of cars not having constant storage places is 6,100
- Unauthorized and ill-organized parking along the city streets with developed infrastructure and a favorable commercial climate are the reasons for jam formation in the morning and evening time, especially on the approaches to large transport junctions, bridges, the historic centre.
- Unauthorized car storage in residential areas destroys the courtyard area with its inherent functions.
- Existing garage areas are one of the reasons of unsatisfactory structural and planning condition of the city on account of irrational use of the city territory and ineffective car keeping.
- Existing garage areas are one of the reasons of unsatisfactory sanitary and hygienic condition of the city; it is necessary notionally to build effective garages and parking according to advanced architectural and constructive technologies but to recommend insistently 7 basic and 2 possible types characterized in Krasnoyarsk: a multilevel individual garage parking; a garage / parking combined with the objects of public functions; reconstruction of individual buildings for the garage / parking. It is possible to build intercepting garages / parking and garages at the ends of buildings.
- Automated and mechanized multilevel garages / parking are to be located in the places of transport congestion areas and favorable conditions in established town-building conditions.
- Manipulation of garage types and parking leads not only to more effective keeping and parking, rational use of the city territory use, but to a sharp increase in the quality of Krasnoyarsk environment on the whole.
- The first types of car storage and parking territories to be reconstructed are: temporary garages areas; garage areas in the territories of town-building reconstruction; dilapidated garages; Krasnoyarsk historic centre territory.
- In the second place to be reconstructed are the following territories: streets and zones with a favorable commercial climate, ineffective garage areas; recreational, sanitary protective territories and the valleys of small rivers with garages.
- Peripheral districts are the next to be reconstructed.
- Location of new multilevel garages / parking can be introduced into the documentation of the Krasnoyarsk comprehensive plan correction.
Recommendations for the further research are:
- more accurate capacity of proposed garages and parking as for real statistical data;
- calculation of emptied territories balance; garages and parking location system capacity in the agglomeration of transport network;
- precise information as for recommended types of garages and parking;
- accurate capacity of purpose and combined use of garages and parking according to the mechanisms of design and building organization (day / night);
- more precise information as for parking location in the conditions of real existing large-scale reconstruction of the city territories in connection with production conversion.
