The Krasnoyarsk water basin is located in the south of the region and is the greatest water object in its territory. For example in the area of a water mirror it is 3 times larger than lake Balaton. The water basin reaches 378 kilometres from the south to the north of the river Yenisei valley. The area relief is very various. It combines spurs of western Sajana in the south and east Sajana in the north where in a place of narrowing of a valley of Yenisei the complex of constructions of Krasnoyarsk hydroelectric power station has been erected.
Landscape has seriously arranged habitation character of coastal areas: basically most of settlements were founded on flat territories, the right coast of a water basin from river Mana to Novoselovo area represents a taiga that practically is not occupied.
The huge sizes and picturesque coast turn this object to be extremely attractive to rest, especially in areas where the coastal relief is convenient for a water access. It’s proved by the private capital investment into coast development and a considerable amount of public having a rest during week-end. Unfortunately the development of a coastal line is chaotically conducted without acknowledge perspectives of the region. Nevertheless each plot of land has a potential and the possibility to maintain anthropogenic loading, and, accordingly, to make profit.
Each ground should have accurately registered program of development with understanding of its mission within the bounds of whole territory. Otherwise the sites hastily developed today become tomorrow an obstacle for the further development of a whole territory. A drawing up of such program is necessary to develop the complex scheme of territorial planning for all areas located on the coast.
- After preliminary gathering and an materials analysis concerning water basins from open sources has been done, we formulated following problems of territories:
- To define volume and character of potential of territory and to estimate capacity of its development for today.
- To define reasons of its under development.
- To reveal infrastructural knots of territory which could become reference points for areas development, and define priority directions of tourism development in these points. A number of perspective directions of a recreation on water basin coast development has been revealed:
- The pension-resort direction gravitates to beaches and mineral sources of Balahta, Minusinsk, Novoselovo and Krasnoturansk areas.
- Ecotourism and trade kinds of rest have good prospects of development on the right coast of a water basin from Novoselovo to Divnogorsk because these territories practically are not occupied and represent the untouched taiga cut up by the mountain rivers which practically are ridges of tourist routes.
- Already today yachting actively develops on the sea, for its further development it is necessary to improve a coast infrastructure. For the majority of people sailing is a weekend rest so the centres of its development will gravitate to large settlements — Abakan, Minusinsk, Krasnoyarsk.
- Besides natural resources for a recreation it is necessary to discover a cultural-historical potential of the sea — there is a history which is visible as on coast, and hidden under thickness of water. Development of this direction is extremely important for education of a high-grade society.
- A number of territories of public activity today have been appeared in areas adjoining to a water basin – «TIM Birjusa» camp, «Sayan ring» ethnic music festival and Kurtak archaeological camp.
The preliminary analysis has specified that the basic barrier to development for today is the monotony and scarcity of the transport infrastructure, therefore the first corrective have been applied to the transportation:
- Creating of a cargo mooring in Znamenka settlement, open the Znamenka – Krasnoturansk ferry connection.
- Maintenance of water transit Krasnoyarsk — Abakan. Reconstruction of a Krasnoyarsk ship elevator.
- Development port infrastructure of Primorsk, Novoselovo, Anash, Znamenka, Krasnoturansk, Cheremushki.
- Creating a port in a gulf of the river of Bjuza.
- M54 arterial road modernisation.
- Strengthening of region communication with railway via roads: Shira — Znamenka, Sharypovo — Uzhur — Kozhany — Balahta.
- Building of airports of small aircraft in all regional centres.
- Eastern coast automobile transport development (Minusinsk — Anash).
